Fire Chiefs Coming To West Area Committee

At Chris Black’s request, some senior Fire Service officers will be coming to the next West Area Committee meeting to discuss the future of fire service provision for Rayleigh.

  • Chris, I am glad you made this request.
    For the record, I suggested this to RDC about a year ago when they were asking for items of interest to include at the West Area Committee meetings.
    When I read the agenda for the forthcoming meeting, my first thought was that they had acted on my suggestion but obviously they had not.
    Why do RDC ask for suggestions and then totally ignore what residents submit. I did in fact receive an acknowledgment of my suggestion stating that it was a good idea and would be used in future.
    A comment from RDC would be welcomed.

  • It would be interesting to know what the Fire Brigade think of the quality of RDC planning consents for new housing developments such as Temple Way.
    Thank-fully (to my knowledge) there hasn’t been a need but should there be an emergency in Temple Way the brigade’s response would be severely delayed and lives endangered…
    Why? Because of the inadequate width of Temple Way and inadequate parking at some of the properties which leads to residents and visitors parking on the road and pavements.
    Few may realise but there is an Emergency Service Vehicle entrance to St Nicholas School at the bottom of Temple Way, and vehicles often park in front of the gates. Not a good scenario.
    I have also never seen the Brigade in Priory Chase or Temple Way testing the fire hydrant points. Is this because the roads have yet to be adopted by Essex County council Highways Dept?
    When the Highways Dept finally get around to adopting the roads their Enforcement Dept will have a field day earning extra revenue in Temple Way as it is illegal to park on pavements and this attracts a fine. HOWEVER if the cars park on the road you are hard pushed to get a modest sized car passed. A Fire appliance would have no chance without bumping cars out of the way.

    All housing developments are considered for fire appliance access during the planning consultation and national guidance is adopted. Part of the acceptance is how far hoses have to be laid, not that an appliance has to reach the frontage of each house.
    The water authorities are responsible for providing fire hydrants in consultation with the Fire Authority. Not the council. Hydrants are inspected regularly by non uniformed Fire Service employees and they use a van not a fire appliance.

  • Just to let people know, Ive been made aware in a not very plesant email from ECFRS they are sending their Head of Corporate Communications, Media and Marketing to the meeting on Tuesday as well. It appears the Fire Service ran a high publicity campaign to make sure everyone in the community knew when the public consultation was taking place and that they was inviting publics input into it. Appearently I have missed all the Press releases over the last 3 years stating that Rayleigh is closing and about the Public consultation. It also appears if proof can be found that the public wasn’t made aware of the public consultation they are in breach of the Intergrated Risk Management Plan set out by the Fire & Rescue Services Nations Framework. The consultation would have lasted 12 weeks, anyone know when exactly these 12 weeks were??
