I was literally just about to draft something similar myself. No need to duplicate though.
Sadly given the timescales involved meant that in Hullbridge we had no time to respond to the cutting in half of our library opening hours.
I have met with the Head of the Library Service at Essex County Council and from those discussions I have taken some options back to Hullbridge but it is unlikley that these, if supported and found to be viable, would have any effect before next year.
