One of the items on the agenda for development committee tonight (21/11/19) is this application – strangely this appears to be a ‘boomerang’ application.

This will be the applicants third outing to try and get the committee to make a decision on this application after it had deferred the application twice already. Once on 29th August 2019 and again on the 17th October 2019.

On the 29th August, the application was deferred for the following reasons

Mindful of officers’ recommendation to approve the application Members nevertheless considered that the application should be deferred for further clarification and information to be provided in respect of the status of the land, whether provision of open space complies with policy CLT5 and CLT7, inaccuracies within the South Essex Parking Partnership consultation response and querying the submission of ecological reports.

Clarification around Anglian Water plans to address the risk of
flooding down stream referred to in paragraph 4.31 of the officer
report.
• Potential for moving the proposed electricity sub station or details
of mitigation for noise from the sub-station.
• Details of the location of the proposed open space within the
application site.
• Potential for decreasing the working hours to start later and finish
earlier and to exclude weekend and Bank Holiday working, where

It appears quite odd for an application to be deferred this number of times and hopefully progress will be made tonight determining this application.
