We have just had an answer :
It appears that the lights were not installed to the satisfaction of the highways engineers and couldn’t be commissioned, so they were taken away again!!
They expect to be re-installing them after this weekend, BUT ,(wait for it) they will have to be altered and re-commissioned when the ASDA store is built!!!
The Traffic Lights are now up and running.
The only thing is it a bit dangers getting in and out of Parkhurst drive on a push bike.
