t seems that County Highways are laying down the law on Christmas Lights and Hanging baskets in Rayleigh High Street:
– It will be necessary for the Town Council to undertake an independent structural survey prior to ECC giving permission to affix any attachments to ECC lighting columns.
– Planting of flower baskets must not commence until the survey has been accepted by ECC
– Under no circumstances will ECC continue to allow festoon lighting between columns
It’s a shame that the Xmas lights and the hanging baskets are under this kind of threat. The Town Council, the District Council and the County Council are all Tory-controlled – can’t they sort this out. The engineers that we have spoken to think this is all a bit unnecessary…
