Work into a Compulsory Purchase Order (CPO) for land at Mitchlins Farm in Rayleigh (nr Fairglen) could be underway by officers at Rochford District Council, if the Executive approve the £25,000 drawdown of funds at their next meeting.

SUBJECT: COMPULSORY PURCHASE OF LAND AT MICHELIN FARM, RAYLEIGH

1.1 That the Executive agrees to bring forward a report to consider using the
Council’s compulsory purchase powers to acquire land at Michelin Farm,
Rayleigh, once initial investigations and survey works have been undertaken.

1.2 To approve a draw down from reserves of £25,000 to enable officers to
prepare a business case for the compulsory purchase of land at Michelin
Farm, Rayleigh.

1.3 To delegate responsibility to the Assistant Director, Place and Environment
and Assistant Director, Legal and Democratic, to negotiate the potential
voluntary purchase of the land, in parallel to the Compulsory Purchase Order
(CPO) process, and report this back to the Executive for consideration
