From the Rayleigh Chamber of Trade website:

To keep it topical, this year’s theme will be based on the handover of the Olympics, so the day will highlight the handover of the torch from the Chinese delegation to Carl Watson, President of the Chamber of Trade.
Carl says “With the runaway success of the Christmas Lights in the High Street, we want to create a summer event that offers the same family orientated values to promote the spirit of community.
Don’t forget Rayleigh Churches’ Family Fun Day on July 19th at King George’s playing fields!
The Churches fun day is free. The only thing that the public need pay for will be food and drinks. E mail me for further details.
I do not see why Rayleigh Town Council is associated with either event as both are being charged for use of the field. Only one person voted for free use for these two events and I should have asked to be named as this person. There should be no charge by the Town Council for events like this WHICH ARE for the benefit of the town and residents might like to see what items of expenditure are being given the ok.
Is there a family fun day on this bank holiday monday 25th august 2014
Bruce is checking on that for you…
