Firstly, although all the comments will be sent by the council to the inspector, you can’t bypass the inspector and write to him or her directly.
Representations on the Core Strategy Submission Document must be sent to the Council (this is a requirement of The Town and Country Planning (Local Development) (England) (Amendment) Regulations 2008)).
Secondly, if you want to take part and speak at the public inquiry (whenever it is held) , the online system and the paper representation form both ask you whether you believe it is necessary for you to participate at the oral examination. The requests will be passed to the Planning Inspectorate, but it will be for the Planning Inspector to determine the most appropriate way in which to hear representations at examination.
