THE owners of a golf club have been told to remove a marquee in their grounds after neighbours complained.

Rochford District Council has told the club to take down the marquee within three months and it has to stop holding any events in it immediately.

Residents bordering the golf club, in Hullbridge Road, Rayleigh, said there was music and noise coming from the marquee into the early hours……

The enforcement notice can be appealed against but the stop notice cannot. It is unusual for a stop notice to be issued and indicates the seriousness in which the Council have taken the problems suffered by residents.

  • The Licensing Act creates four different types of authorisations that cover all licensable activities. One being the Premises licenses or club premises certificates that are required for the following:
    Nine types of premises are listed but the following three seem to apply in this case.

    1,Venues providing regulated entertainment (music and dancing)

    2,Hotels, Guest Houses and other places serving alcohol

    3,Private Members’ Clubs and Social Clubs

    Surely the Licensing Authority (RDC)should have been monitoring what has gone on at this Club through regular inspections. Why is it that action is never taken until complaints from the public are registered?

    How many additional ‘inspectors’ do you think it would be appropriate for RDC to employ to routinely tour every part of the District observing AND listening, so presumably on foot for much of the time? More to the point for many, how much more would you or they be prepared to pay extra in RDC Council Tax precept to cover that extra cost? For your guidance around £27,000 would equate to a 1% rise in the RDC precept.
    Since it is nearby residents who are probably most affected by any such transgressions and noise or traffic nuisances etc., I believe it is reasonable and far more cost effective to rely on their reports and complaints to RDC or their Ward Councillors to trigger targeted inspections.
