Overgrown spikey hedging

Hi, I walk my children to school down Preston Gardens find it quite hazardous walking down the side of the road where the builoding has been knocked down, as the hedging has become very overgrown and sticks out into the patheway. Even walking single file, bits of it stick out near my childrens eyes. Is there anyway this can all be trimmed back to make it safer and easier to walk along that path? Also there regularly seems to be alot of dog poo on the grass verge that runs along the path.

The demolished building is on the corner of Down Hall Road and Preston Gardens, planning permission has been granted for some flats there….
